I think that our desire for a better world and our presumptions of Bidens decency are doing a hell of alot of work in this one. 

Or his administration said that was their plan and I'm giving them a chance to intact it before I start throwing around condemnations.

There's simply no universe in which these camps are a necessary component of any plan to do any other more decent thing.
