I believe I've already given you examples of what is wrong. Bad overall layout, poor grammar/sentence structure/punctuation, terrible colors, graphics that don't directly relate to your content, text that runs together, poorly supported arguments/opinions, just about everything. There's not much more I can do for you. I did direct you to at least one site that "does it right". There are ample resources online that can help you with this. The biggest step is admitting that it is bad and deciding to make it better.
And I doubt you need any server side scripting to fix these problems.
