The problem with the Wisconsin law is that it has has a long gun exception for 16 and 17 year olds. This was intented to be a hunting exception. Technically, he fell within the exception. So, yes, I think the law needs revision to exclude minors who arent engaged specifically in hunting.

Now maybe some people think minors shouldnt be hunting alone and that is a reasonable position that the lawmakers can debate. But it isnt relevant to the trial.
