Sun Tzu wrote that war is about deception. Some one in militarist Japan may have read that. Obviously didn't read the whole book. If they had they would have realised they had already lost when they attacked America in that way.
How were they going to do that deception? Paint over the rising sun with swastika?
It was a text book sneak attack and caught America unprepared, destroying most of its Pacific fleet. The Japanese did not try to conceal their identity.
