Think it through. - how many first class citizens who can buy the evil weed, don' t use it? Every one of those folks stands ready to sell to the second class citizens who want it. And you' ll play hell busting them as possession for them is legal....
We don’t have the population to support millions of crime lords. Even your country, with its vastly greater population, never managed more that a few hundred.
Folks who can buy tobacco to sell it to folks who can’t will - sooner rather than later - be all but impossible. Tobacco isn’t grown in NZ, and it’s pretty difficult to smuggle it in large enough quantities to make doing so worthwhile (one of the advantages of living on an island that takes customs very seriously).
Contrary to what you seem to think, this isn’t a rights issue, it’s a public health issue. Tobacco use will eventually - with the right legislation, proper enforcement, and a bit of luck - be eradicated here.
And I couldn’t be happier about it.
