This is 100% on the Democratic Party. They had a few super-majorities over the last 50 years where they could've codified Roe v. Wade and not had to worry about SCOTUS. But they didn't, they just liked running on the issue then doing fuck-all about it. If they don't do anything about it before the midterms (where they will surely lose their majority in both chambers) I think the younger generations will be hard-pressed to vote D ever again.
