The brutal torture here is scary, and the government spends massive amounts of money to spy on the citizens.

On Monday, five justices of the Supreme Court authorized Missouri to torture a man to death. In the process, they appear to have overruled decades of Eighth Amendment precedents in a quest to let states impose barbaric punishments, including excruciating executions, on prisoners. The court’s conservative majority has converted a once-fringe view into the law of the land, imperiling dozens of decisions protecting the rights of death row inmates, as well as juvenile offenders.

is it time to list Saudi Arabia's crimes and human rights violation?

  1.  Committing a genocide in Yemen 
  2. selling weapons to extremist jihadists
  3. brutally killing Jamal Khashoggi in the Saudi embassy/consulate in Turkey and cutting up his body
  4. arresting women's rights activists weeks before lifting the ban on women being allowed to drive
  5. passing laws criminalizing protestors and activists for peaceful assembly
  6. public beheads
  7. repressing women
should I go further?

despite that they get to been on the UN Human Rights Council

How does  reporting like this have an influence on the people of the Kingdom ?

If it was a democratic country like ours , People could freely protest against things like these .

The choice of superpowers regarding the most "suitable regime" that should rule in the Middle East depends on the chosen regime's amount of prostration to the superpower: both financially and militarily.

Saudi Arabia's regime prostrated to the superpowers  -especially the U.S- beyond belief; they literally gave all the country's resources to the superpowers; and for that they guaranteed a chair in the UN's Human Rights Council, and guaranteed getting away with crimes like the Kashoggi crime and wars like the Yemen war.

The system knows they are criminals; but the system gives a pass to criminals if they pay well for their stay. And the Sauds payed well, and MBS understands this very well.
