Edit Reason: clarification

My support payments were for the first seven years <$100, that was because I had physical custody almost 50% of the time and wasn't making much. In 2008 I lost my job to the Great Recession and went on unemployment, so my income fell. My custody didn't. All the same, CA notified me that my monthly support was now $275. I didn't have the legal knowledge to go about an appeal representing myself, and didn't have the $ for a lawyer, so the last 7 years of my son's minority I paid the money without rancor to her. I didn't mind paying my share.
I think forced vasectomies are a cut too far. I don't think the government should be fucking with anyone's body like that. But yeah, going after the deadbeats more vigorously might help a few women, until the men learn some Spanish and head for the border or some other crafty shit.
