Is most of life rolling down an optimisation valley.

Lets say our axioms are that god represents the base raw nature upon which all existence extends of and that thinking in essence is a form of optimisation.
How many photons does it take to match the thinking ability of slime mold. Is this ability to scratch around in free will rolling around a meta valley finding local low points, local optimal's an ability of all existence.
Is this god optimising on itself.
Or is there a hidden larger circular argument in optimisation past which point its irrelevant in which case all that is to be was once maybe.
