I think this plan was more in line with a sort of "Modest Proposal" mentality. For one thing, the lawmaker in question is a Democrat, and after proposing said bill, said "If you think that's crazy then I think that maybe you understand how 50 percent of Oklahomans feel, as well." I don't think he expects this law to pass, either.
