In the long run It is useless to mobilize unless what is mobilized is whipped into an orderly and disciplined troop able to execute complex, purposed and organized maneuvers under central tactical and strategic direction.
Individual uncoordinated and undisciplined fervor of even a large majority is no match for well organized disciplined troop. Even if the mobilized masses is able to achieve some success those successes will soon be fretted away if the masses remains unorganized.
