It's a complex question and a lot of it kinda depends on whose computer they're hacking. By your definition, not all threat actors are inherently bad. I know a lot of computer security agencies have threat actors working for them, just to see if they can get around their security software.
Also, when bad people are hacked, is it really a bad thing? There's a guy I'd seen some videos of on youtube who gets payback on telephone scammers. He's had a lot of them who think they're getting into his computer but he's actually accessed theirs and he proceeds to erase all their files and threatens to call the police on them. If this guy is a threat actor, is it a bad thing?
