The old rule way back in the wayback was... if it's a targeted snip addressing the content it's fine, if it's a targeted snip misrepresenting the original (either for a strawman or irrelevant point) it wasn't ok. The later was alleviated with the quote the wall and then hide hide tags, bolding what was relevant.
