Equal treatment is not democracy, insofar as, say, in Stalinist USSR, anyone could be sent to GULag. They were all equally vulnerable, but none had a vote. And on the other hand, blacks in America could and do vote, but you'd be hard-pressed to say they were or are treated equally.
