As another poster has said, that's untrue..but let's suppose it were true. That forms a partial answer to the question I asked. It looks more like the first diagram. A current use scheme, essentially giving polluters a mulligan for any polluting prior to the pay to pollute scheme. So, under a current use scheme...and out of 60 trillion, the us would pay 8.4 trillion, and "the rest of the world" would pay a collective 12.6.
That sound about right?
