Another thread ban

Aside from the ban itself, I do think Huggy has a point that thread bans should be publicly announced, lest the banned person's silence be misinterpreted.

Since I could see that Huggy was creating a thread here, I figured it was as good a place as any to state the reason.

But, if it will make someone happy, I will add it to the ban log.

We certainly don't want anything misinterpreted.  Like the part where I said I was going to take care of the constant mentions of race.
