God wasn't punishing them for corruption. If He cared so much about corruption, there would never be a serial killer who would be allowed to do what they do.
The concept in Islam is that just like God cares about his creatures not corrupting, he also cares about "creatures with a brain" to have total freedom in choosing what they do.
Literally, it is one of the concepts of Islam:

So this is what God does exactly: he creates; he created life, death, sin, cruelty, mercy, love, hate, light, darkness, heat and cold.
He also created freedom, and gave it to humans:

But he warned humans from evil deeds -even though he created them-, he ordered humans not to do evil, not to do corruption, but like the government in Libya, or the serial killer, criminals exist as a test for the good:
