Both could be made habitable but not comfortable.
Mars would need 100s of milions of tons of greenhouse gasses pumped into it atmosphere to make it habitable we know how to do that as we are doing on earth now.
Venus would need something to take away the acidity of the atmosphere and lower the pressure what that would be I dont know.
