Partially true, but that doesn't even come close to explaining how extreme and often arbitrary their policies are.
Case in point: a few years ago, Nick Crowley, a YouTuber I've watched for years, made a series of videos covering a ring of YouTube channels that made fake animal rescue videos. In reality, they just faked those rescues in the worst possible way. Guess who ended up getting punished by YouTube first? Nick.
The first video is still his most-viewed video, but the series had to be cut short because the third video was not only age-restricted, but Crowley's channel got a Community Guidelines Strike because of it. Meanwhile, the channels he exposed were just left alone by YouTube.
