It's posturing. They're trying to float offsets against future expenses while at the same time being afraid to trim those future expenditures because of political backlash.
The best part being that they only have to do this because of a rule they made up to hamstring the other guy. Have fun with those pay-fors boys. I know I wouldn't want to be the guy who had to explain to americans why they had to hurt so that elon could stiff the IRS a little more.
