To the question does every form of energy have intelligence, the answer is as far as we know no. But life is an exception because according to the first absolute law of logic it manifests intelligence! Life is energy as it consists of atoms and subatomic particles. Also, life is created from the biological molecule DNA.
You seem to be having trouble with this whole energy thing. Here's how it looks:
"Blood is magnetic because it's made of iron."
That's what it looks like when you tell us that "Life is intelligent because it's made of energy." Your statement is impressively wrong on several levels.
- There is a lot of insensate matter that has no intelligence.
- There is a lot of life that has no intelligence: Plants, fungi, bacteria, Republican voters
- There are a lot of animals that have no intelligence: Barnacles, starfish, trout, snakes
And no law of thermodynamics will explain why. You need to look at the overarching rules that govern the emergent behavior rather than the base rules. Thermodynamics won't help you there any more than understanding the laws of magnetism would help you win a chess game.
The funny part is that you can keep going with that list and discover that, slowly but surely, you'll encounter progressively more intelligent creatures. Intelligence isn't some binary On/Off, True/False proposition.
