(Bold mine) Sadly, Congress critters cannot not be paid. It's mandated in the Constitution that they MUST be paid.
Of course, if they had an ounce of ethical clarity, they could tell the Treasury to delay their pay (that's allowed) until your son and his comrades-in-arms get their due.
