Frankly, the Establishment Clause says there will be no establishment of religion period, not "you can pray before public meetings as long as it's a non-denominational, all-inclusive prayer." They shouldn't even be having a prayer before a city or county council meeting. After all, what is a prayer? It's talking to a god, which is a religion.
Next they will claim the bible isnt a book of religion, but a historical text.
