Not so sure there is such a simple answer to such a complex social problem. Nor am I convinced that the the argument about societal values is correct.. The US and Australian education systems are just dandy if you happen to be middle class or middle class by aspiration and do not need to rely on the public education system.
Australia DOES have some excellent public schools. However,they tend to be in middle class areas.Parents tend to be very involved,contributing a lot of time AND MONEY to the schools.
Coincidentally, last night I was watching a programme on race and intelligence. I won't go near THAT argument. However, I will mention one claim made by the makers of the programme: That family values and attitude towads education are THE most important factor in how well a child does at school.More important than the school itself,the education system or even intellect.
Counter intuitively perhaps, a person of modest intellect can complete most undergraduate courses at least. (including law and medicine)
