Atheists don't believe in the Biblical God, so they could not reject a God that they don't believe in.
Thus by your definition only believers could blaspheme against the Holy Spirit.
A person would need to actually believe in the biblical God and then blatantly reject him.
That would be the only way that this kind of blaspheme could even be committed.

So Atheists wouldn't even be capable of committing this type of blaspheme.
So it wouldn't apply to atheists anyway then.

That would also be true of people like myself.
I used to be a Christian, but I simply stopped believing.
I never "rejected" this God, I simply realized that it can't be true.
That's nowhere near the same thing as rejecting a God.
So even I would not qualify for this type of blaspheme.

The only people who could qualify for this type of blaspheme (based on your definition of rejecting God)
would actually be Christians themselves.
An angry Christian who got pissed off at God and gave God the finger shouting to the heavens,
"Fuck you God, I'm sick of your shit!"
That would be the only kind of person and act that could commit this type of blaspheme
So it wouldn't even apply to atheists, or ex-Christians who simply stopped believing in the religion.

So if you know of any atheists who are deciding to become Christians
and they used to say a lot of nasty shit about the Bible, tell them it wouldn't matter.
They didn't believe in God at that time so it wouldn't count as blaspheme anyway.

It's still an irresolvable contradiction though, because it implies that if a Christian loses his temper
calls God names and gives God the finger, and rejects him in a fit of rage
God would never forgive that Christian ever!

So it's still an oxymoron.

Christian - A moron who believes that an all-benevolent God can simultaneously be a hateful jealous male-chauvinistic pig.
Wiccan - The epitome of cerebral evolution having mastered the magical powers of the universe and is in eternal harmony with the mind of God.
Atheist - An ill-defined term that means something different to everyone who uses it.

Luke 23:34 Then said Jesus, Father, forgive them; for they know not what they do.
Clearly Jesus (a fictitious character or otherwise) will forgive people if they merely know not what they do
For the Bible Tells us so!
