False allegations DO happen, but I'd rather see where his numbers are being pulled from.
I've found one from Britain which concludes that 8% of rape reports are considered false; taking away the ones where there was still some probability of assault, it was more like 3%.

There's a couple other studies, and they all have a general range of 2-8% of accusations being false.
