I don't know.
I'm fairly certain that a number of women are pulling off such acts, but I am sure that a rape kit is somewhat accurate in determining cases of rape.
But well...If you go and report a rape case after a certain time where rape cannot be clinically reported and the only thing you got is your word, well...
It's understandable if people might think that you might be faking it, especially if the rapist is someone you already know.
But for random cases, I'm sure that no woman would really go through all the trouble to frame a stranger, although there are known cases of such, but justice is swift to determine any fallacies and changes in a possible victim's statement.
And rape...Well, it's some sort of a stigma. I think that the public has an emotional stance on most rape cases and is quick to judge. Like for example, when I saw a case of alleged rape of a girl who claimed to be raped by her father, I too, was quick to judge, and probably said every possible cussword in Turkish I know.
Well, after two weeks, the accusations proved to be false, and the paper who presented this story as a truth apologized to the man, and paid a sum of money, I think it was about 20.000 TL to the man for framing him.
Knowing that such cases do exist, I'd still say, no man is guilty until proven otherwise. Not the other way around.
I'm not sure about the numbers, and I'm also not convinced that whosoever presented that 66% of rape accusations are false, is either.
