And if they report it long after, how are they going to prove it?

There's plenty that can be done about it. Things like rape shields help a great deal, as well as just working to combat the stigma associated with coming forward. There is a huge amount of shame and guilt that society places on victims such as saying they "asked for it," etc. Fighting against those things is imperative.
