This is a murky area. Someone may have been consensual at the beginning, then changed their mind. It might be an out-and-out rape where the victim might feel guilty in some way and thus is slow to report the crime. It could have been a drunken encounter where men get blamed because the woman didn't consent to sex, even though they were both drunk.
The problem with statistical data is it frequently doesn't divide its data sets down finely enough, has incomplete data, or people don't know how to interpret the data correctly - something this country is pretty bad at.
