They can't, which is why rape is different than other crimes. Someone steals something from you, you can report it a bit later and be like "the thing is missing"
If someone gets murdered...and it isn't reported, they are still murdered.
But if someone is raped, the crime can be undone apparently.
Murder is an entirely different thing. Investigations are carried out differently, and evidence is gathered by different means.
The crime isn't undone, but it just can't be proven. And as I said, unless proven, everyone is innocent.
