Yeah I did see that in the article, that she isn't legally obligated (and gave her the nod for referring people to someone else rather than burying their paperwork). It's still a case of an official of the judiciary using their position as a platform for activism (the message I completely agree with, the delivery is a bit meh, to me, personally).
