The trouble is that it isn't converging, it's diverging. We might point to convergence in general form but this is a product of biological limitation as much (and in some cases more) than environment.
Let's be clear here, you personally think that some breasts are unecessarily large, but I wonder what the threshold for this would be, and how many of our females exceed that threshold?
I leave it to the females of the forum to espouse the advantages of large breasts, believe at least one of them makes a decent living off the things, so you might have a hard time selling her on the idea that they seem to have no positive benefits. Why aren't you asking yourself what positive benefits there are for breasts in the first place (or do the tiny ones seem oh-so-advantageous)? Why even evolve mammary glands? Lizards probably think a particularly flat chested mouse has "unecessarily large breasts...whatever the fuck breasts are", let alone a human being with an A-cup. See what I mean?
