I did that, and had minimal problems with the Germans I lived amongst.
I have. Hundreds of times. Including Muslim mullahs and elders in European countries making it a point on prime time TV news to refuse to shake hands with (female) government ministers who come to them (not the other way around) to address their plight!
I'd say that is grossly rude and insulting!

Are you serious? Nobody can force anyone to shake anyone else's hand. It's not illegal if you don't want to shake someone's hand, you're talking total bollocks.
Check your constitution.

Which of course explains why your compatriots are not protected by it.
