Torture always works, eventually, but it's an empty concession. Once a person is broken they will say anything, they will even make two contradictory statements back to back if they think that it might have the chance of saving them further pain. On the other hand, those who ardently believe that nothing they say or do will achieve this result (those who have been tortured after making contradictory statements, for example) have a tendency to stonewall the torturor. God and Hell fall into the second camp.
