Yes it does, the first time He came to be a savior, humble and submissive. This time He will come as the glorious King and Judge, there is no chance of salvation upon His second return, the judgement will be on.
God loves those who believe and those who do not and the same goes for me, you have no choice in this matter. That puts the matter of total free will to rest.
