Religion would not be forbidden (you are allowed to believe in anything you want and to worship it, as long as you do it in the privacy of your own home), but building a religious buildings would be.
State does not recognize any religious institution, there fore you could not be able in position to demand anything from the state.
what if I lie, and pretend to be an atheist, then once I am a citizen I "become" religous?
