One small correction to the OP...
The "rape every 20 minutes" statistic is actually allowing for the frankly woeful under reporting of rape that India has. Nearly every guidebook I have read has outright stated that India is unsafe to travel in for women unless you wish to be subject to sexual harassment and the stories of rape and harassment victims are nearly universal. Far more so than in the UK...
The UK actually posts more rape than India, a country of 60 million posting higher stats than the country of 1.2 billion? There is either something wrong with the UK or there is a massive under report rape. A quick check and you quickly realise that even if India had the same rape rates as the UK (A country with a 1 in 3 report rate) the current rape reports would be around 1% of the total rapes. If we assume the incidence of rape is the same in India as it is in the UK you would have roughly a million rapes a year (which is a lot higher than the 1 in 20 minutes stat).
These are purely reported rapes and in India a lot of rapes are simply ignored. (I was at one of the protests providing medical coverage)
The city of Delhi should have around 15,000 rapes. It only reports 600... That isn't "good" that's "women aren't getting help".
Oh and in India marital rape is legal. If you marry someone you give consent at all times. You can be "legally" raped by your husband.
