Oh, I hope they never fix that. I have never laughed so hard as when I would be strolling out in the open and some random NPC would come falling out of the sky out of nowhere.
As far as the shouts go, I loved the dragon walls, and the fact that you could hear the chanting when you got close to them. When I found one I would think, "Aww yeah! New shout!" and then the power would turn out to be completely underwhelming. This disappointment was compounded by the fact that there was so much hype surrounding the shouts when information was trickling out pre-release.
