It's easy enough, really... alchemy merchants have a chance to carry it, and their stores reset every 48 hours. If you're playing a fully-immersed character, they'll just see building that armor as a long-term goal for when they have the ingredients on hand.
I don't really consider it to be cheating to look up the data and whatnot for the game. A detailed walkthrough, or haxxing (right proper freaking hax) is cheating, but it's a single player game. Peeps do what they want
