That would be tricky. Are you suggesting our mental health state should be taken into account when it comes to who can own/use/carry a weapon? If so, that's going to cause a lot of problems with healthcare privacy laws.
Or are you suggesting we just have better mental health care in general? As good as that would be, what do you do with people with mental health issues they refuse to treat? I mean, if you have a deeply religious paranoid schitzophrenic and they may very well think their delusion is a message from God and that any attempt to treat them is Satan interfering. And what are they going to do if "God" tells them to go shoot up a daycare center?

How long do you think it would take to kill one person with your bare hands? Ok, maybe you could sneak up on that first person and strangle them, but from there on, killing someone with your bare hands is NOT easy. The human body can take a real beating and still survive.
But, then, if we're saying killing someone with your bare hands is the same as killing someone with a gun, why does anyone need guns? I mean, if you can kill with your bare hands, can't you defend yourself with your bare hands? Or hunt with bare hands?
