Well... it is on a person to not rape (as once they rape they've become a rapist), and ideally women shouldn't have to be careful about what they wear, where they walk, who they're with, what they say, how they stand, etc.
Unfortunately, it's because there's a possibility that one of their actions might incite someone to rape them (or someone else) that their being careful is probably for 'the best'. It isn't about necessity, but about measured respect for the possibility of a negative occurrence
I'll note: I typically don't wear a hard hat when working construction or moving things with heavy equipment... but I always wear a life jacket when I'm around a body of water deeper than I am tall. Respect
