??? To begin the thought itself... you require every part of the process (brain). There are no thoughts floating around in the air around me... only in brains (and equivalents) can thoughts occur 
I mean... try to digest a pizza when you are missing your stomach, or your intestines, or your mouth? That just doesn't work
You need an environment that can support a process before that process can exist... like tell me gravity exists without the universe?. Its like saying that mathematics exist as 'thoughts' outside of the brain... which just doesn't make any sense because thoughts require the brain to exist.
