I found another article on it. It is believed to be a Cuban owned fire control system being sent to North Korea for an upgrade and then to be returned. The sugar the ship was carrying is believed to be payment by the Cubans to North Korea.

OMG! The stories about North Korean poverty get more and more absurd.
But what else to expect from a country that is so desperate that it takes refuge in the drugbuisness.
So Cuba lost a missile and NK some sugar.
