Yes, it seems like it. Here we'd probably have lower crime rates too if not for the drug business that uses Turkey as a means to supply their stuff around Europe.
Though here, it's somewhat of a ....minority problem, as I'm sure its the same in your country, with "Turks" and other immigrants constituting the majority of your prisons. This gives it a slighty different undertone than just education.
