US Sailors were paying out of their own pocket for supplies even back in the late 90's. They kept saying they were going to buy us supplies but the amount would keep getting cut over and over until we eventually didn't get a single item.
That happened, over, and over, and over again.
It didn't help that all the dry dock shipworkers in Newport News were a bunch of ex-cons that would rob us blind.
