For years, South Carolina Republicans have complained about the names of dead voters being used to cast ballots in a broad voter fraud scheme. Now that a recent report by the State Law Enforcement Division has blown up those claims, unable to find a single example of a “zombie voter” committing fraud, one Democrat is demanding that Gov. Nikki Haley ® apologize for her party’s “bogus” crusade.

It's a generic opposition tactic to claim that fraud is involved in elections.
The aim is not to prove that there is such a thing, but to instill a fear about the possibility of election of frauds, even if evidence of fraud is not found, they can claim that the ruling party pulled strings to make it appear otherwise. Of course that also is true, so people generally think of a possibility of fraud, unless you are someone who voted for the ruling party.
