Silverstein tried to get two insurance payouts arguing that both towers represented two separate attacks and so he should get twice as much. It was denied, but he still got the largest insurance pay out in the history of insuring mankind... A similar argument...

Yes, but that doesn't mean there was a conspiracy. The towers had been attacked before. Silverstein insured them against attack because he was advised to do so in light of the previous attacks. This all makes sense from a business perspective, but the conspiracy theorists seem to think people don't like protecting their property. Odd.
