The way I understand it, no God-loving Christian with a proper amount of faith (that of a mustard seed, for all those who attended sunday school
) should ever declare that someone is or is not definitively going to hell.
People who claim to be Christian and pass judgement on their neighbor put themselves in a position higher than God, the greatest of the sins. It is not a loving thing to say, and they have neither the power nor the understanding to say it.
