Only... it doesn't. People with power will mostly be themselves, with small changes. Power may lower their prior-raised restraints of fear and consequences... but they'll only be themselves in doing so.
Me with absolute power, for instance? It wouldn't fit my personality at all to intentionally harm people... and it would take some major personality upheaval to be 'corrupted' in a manner that would have me deliberately inflicting pain upon the general masses.
I'd probably spend most of my time not even on this planet: too many other planets to paint and terraform and breath life into
