The RCC has a huge amount of revenue, that's true, but that's because it's such a huge organization, and just like any other company (and that includes NPO's/churches) the funds have to be accountable, not only that, but there's always a treasury department in some capacity that is separate to the other departments (eg priests and bishops). So priests, bishops and individual churches all have to apply to get funds held by their diocese, and that in turn - as I said - is controlled by ordinary Catholics that would have been voted into holding positions within treasury administration to give them power to administer funds; so you're completely wrong from the onset - the Pope cannot "decide" that he wants to spend $15,000,000 - in order to do that he would literally have to rob individual churches, who (as I've already explained) have control of their own money. Or worse still, yank the money from the billions the RCC spends on other charitable causes "oh well the homeless people in Australia can do without so that we can donate to Philippines".
